We have an interesting agenda for our April 21st meeting. FirstNet President TJ Kennedy and Director of Government Affairs Ed Parkinson will be joining us for an hour of presentations and Q&A with you as SIEC members.
FirstNet is (finally) moving fast. On January 13 they issued an RFP seeking a single vendor to build the nationwide public safety network. Vendor responses are due May 13 and FirstNet wants to choose a vendor partner AND conclude a contract by the end of the year. A year from now – April 2017 – you might very well be considering FirstNet’s State Plan for Washington and making a recommendation to the Governor about whether to adopt it.
But many facets of FirstNet are yet to be determined. We will prepare a short briefing paper for you with the current FirstNet status and some of these open issues prior to the April 21st meeting. Not the least of these issues is simply “if FirstNet builds it, will first responder agencies in Washington come and use it?”
Several of our most significant interoperability projects are coming to fruition. Rebanding of the WSDOT and Corrections land-mobile radio networks into new frequencies is almost done (except for the accounting paperwork!) and narrowbanding of the WSP network into a new digital, trunked footprint will finish this summer. Both DNR and WSDOT have obtained funding for improvement or replacement of their networks. All of this is a direct result of your work and advocacy.
